GENERAL STATEMENT OF JOB
Under general supervision, performs supervisory and administrative work overseeing the technical installation,maintenance and repair of the City’s water distribution infrastructure and related appurtenances; to include rawwater transmission and reclaimed water systems. Work includes considerable independence and discretionwhile planning, organizing, supervising and reviewing the work of skilled and semi-skilled workers performingassigned tasks and, at times, during emergency circumstances. Typical maintenance work overseen by thisposition includes, but is not limited to, repairs on potable water mains and service lines, hydrants, valves, metersand heavy equipment related operations. Must be able to plan and coordinate several simultaneous and complexactivities in multiple locations performed by subordinate staff. Responsible for establishing and monitoringschedules, purchasing equipment, supplies and material and preparing activity reports. In cases where in-houseconstruction projects are required, employee shall be responsible for establishing construction schedules,procurement of all parts, equipment and/or materials required to complete project to entirety, following all Cityof Palm Bay specifications and standards. Reports to the Water Distribution Superintendent.
SPECIFIC DUTIES & RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Supervises, assigns and directs activities of the City’s water distribution system operations.
Develops, establishes and ensures adherence to policies, goals, procedures and standards.
Effectively leads staff by communicating Departmental goals, divesting control and encouraging employeeinnovation through the implementation of reciprocated practices.
Administers and makes recommendations for routine personnel matters affecting direct subordinates, includingrecruiting, interviewing, hiring, training, assigning, scheduling, granting leave, performance evaluations anddiscipline, etc., and submitting such records and reports as required per Department and City policies.
Establishes and monitors adherence to maintenance schedules for Department equipment; overseesperformance of maintenance and repair work as scheduled or otherwise necessary.
Researches equipment and supply prices and prepares purchase specifications; purchase supplies andequipment as necessary to maintain adequate inventory for daily maintenance operations.
Prepares and maintains various activity records and reports; submits reports to management as requested or asotherwise deemed appropriate; projects personnel and cost estimates to assist in Department budget proposalpreparation.
Reviews trade journals and other appropriate literature to enhance and maintain knowledge of trends anddevelopments in the field of water distribution.
Prepares rough drawings, specifications and calculations for the rehabilitation and replacement of the watersystems.
Determines equipment, labor, and material requirements to perform construction projects.
Utilizes computerized maintenance management systems (CMMS), GIS and other related programs to manageworkflows and data collection.
Responds to questions and complaints from the public related to division activities and explains City of Palm BayUtility policies, as necessary.
Consults with staff to resolve technical, operational or personnel problems; troubleshoots complex technicalproblems, develops alternative solutions and makes recommendations for action.
May be assigned to shift work. May be required to work weekends and holidays. May be required to respond toafter hour calls.

EMERGENCY DECLARATION STATUS
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. Onan incident-by-incident basis, the employee’s Department Head will make the determination as to who will berequired to work.
MINIMUM TRAINING & EXPERIENCE
Graduation from high school plus a minimum of five (5) years of experience in water distribution systemoperation and maintenance. An associate degree in water technology or related field is preferred. Two (2) years of supervisory experience working in a foreman, or higher, capacity for a water distribution system required.Must possess a valid Florida Driver’s License and have and maintain an acceptable driving record.
SPECIAL REQUIREMENT
Must possess a valid Florida Department Environmental Protection (FDEP) Water Distribution System OperatorsClass I License*. A valid Florida Class A Commercial Driver’s License is preferred.
*For internal candidates: A Class II License will be accepted upon hire with the requirement to obtain the Class ILicense within twelve (12) months of hire.
Licenses/Certifications must be kept current while in this classification.
NOTE:
Out of State candidates applying for reciprocity of the required license may be considered for thisposition.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements:
Must be physically able to operate a variety of machinery and equipment, includingcomputers, calculators, scanners, copiers, etc. Must be physically able to operate a variety of equipment andmachinery including generators, pumps, cutting torches, hand and power tools and electrical diagnosticequipment, etc. Must be physically able to operate ¾-ton pickup trucks. Must be able to exert up to 100 poundsof force occasionally and/or up to 50 pounds of force frequently and/or up to 25 pounds of force constantly tomove objects. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing,reaching and/or stretching arms, legs or other parts of body, and to physically maneuver over and/or uponvarying terrain, surfaces or physical structures. Physical demand requirements are for heavy work.

Requires the ability to compare and/or judge the readily observable, functional, structural orcomposite characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Requires the ability to speak and/or signal people to convey or exchangeinformation. Includes giving instructions, assignments and/or directions to subordinates or assistants.
Language Ability:
Requires the ability to read a variety of work orders, correspondence, service records, invoices,purchase orders, charts, diagrams, etc. Requires the ability to prepare work orders, maintenance reports,purchase specifications, purchase orders, personnel records, schedules, forms, etc. using prescribed format.Requires the ability to speak to people with poise, voice control and confidence.

PERFORMANCE INDICATORS
Knowledge of Job:
Has thorough knowledge of the methods of installation, repairing and maintaining watermains, valves, service materials, water meters, fire hydrants and all other appurtenances related to waterdistribution systems. Knowledge of construction and field inspection methods and practices. Has generalknowledge of the various grades, quality standards and sources of supply and price trends for a variety ofutilities maintenance equipment, supplies and materials. Has general knowledge of the principles ofsupervision, organization and administration. Has general knowledge of the current literature, trends anddevelopments in the field of water distribution system maintenance administration. Is skilled in the use and careof various hand and power tools and understands the safety hazards and applicable precautions involved withsuch work. Is able to perform minor equipment repairs. Is able to develop, implement and ensure adherence topreventive maintenance schedules. Is able to inspect water fixtures installation and maintenance work foradherence to plans, specifications and work orders. Is able to analyze and interpret policy and proceduralguidelines and to resolve problems and questions. Is able to perform mathematical computations with speedand accuracy. Is able to prepare product specifications and exercise independent judgment in selecting fromavailable items and cost quotations when preparing purchases. Is able to prepare activity and technical reports.Is able to assign, direct and supervise a staff of unskilled to skilled workers through methods of delegation andthe assigning and reviewing of work orders. Is able to exercise tact and courtesy in contact with utilitiescustomers and the general public. Is able to perform manual labor for extended periods of time, possibly understressful and arduous conditions. Is able to establish and maintain effective working relationships asnecessitated by work assignments.
