GENERAL STATEMENT OF JOB
Under limited supervision, performs responsible administrative, supervisory, and technical work directing theoperations of the water treatment systems for the City. Work involves planning and supervising the safe andefficient operation and maintenance of the water treatment systems and plant facilities; and directing a potablewater sampling and analysis program. Employee is also responsible for supervising a large staff engaged invarious aspects of plant and equipment operation, maintenance, water sampling, and laboratory analysis.Reports to the Assistant Utilities Director (Plants and Maintenance Operations).
SPECIFIC DUTIES & RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Operates and maintains the City's water treatment plant in accordance with policies, procedures and regulationsof the U.S. Environmental Protection Agency and the State of Florida Department of Environmental Regulation;develops and establishes operational policies and procedures to ensure compliance with laws and regulations.
Plans, assigns, directs and supervises, through direct or delegated supervision, the work of plant personnelengaged in the operation and maintenance of the water treatment plant and facilities; directs performance ofrequired tests and analyses, and coordinates plant operations with the results of such tests; directs and isresponsible for laboratory operations.
Administers or makes recommendations for routine personnel matters affecting direct subordinates, includingrecruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising and disciplining, etc.,submitting such records and reports as required by Utilities management and performs evaluations of personnel.
Reviews or prepares plant operational reports and records, including state and federal reports, and submits tosupervisor and regulatory agencies as required; confers with regulatory authorities and City and Brevard Countyofficials, as necessary, to advise of plant operational changes and adjustments; maintains current operatingpermits, submitting records and reports to regulatory authorities, as required.
Supervises the routine maintenance and repair of equipment and machinery, and cleaning and maintenance of allplant facilities and properties.
Conducts simple and in-depth research, as necessary, to determine ability to enhance procedural efficiency, andassociated cost estimates; prepares and presents oral and written reports to supervisor and other managementpersonnel as requested or otherwise deemed appropriate.
Oversees administration of plant operating budgets, ensuring proper accounting and reporting of expenditures;compiles figures and prepares budget proposals.
May be assigned to shift work. May be required to work weekends and holidays. May be required to respond toafter hour calls.
ADDITIONAL JOB FUNCTIONS
Performs the duties of subordinate personnel when necessary.
Performs other related work as required.

EMERGENCY DECLARATION STATUS
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. Onan incident-by-incident basis, the employee’s Department Head will make the determination as to who will berequired to work.

MINIMUM TRAINING AND EXPERIENCE
Graduation from high school plus six (6) years of experience in water treatment plant operations. An Associatedegree or coursework in water technology, environmental science, or a related field is preferred. Three (3) yearsof supervisory experience required. Must possess a valid Florida Driver’s License and have and maintain anacceptable, safe driving record.
SPECIAL REQUIREMENTS
Possess and maintain a Class A Water Treatment Plant Operator from the State of Florida Department ofEnvironmental Protection. Out of State candidates applying for reciprocity of the required license may beconsidered for this position.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements:
Must be physically able to operate a variety of machinery and equipment includingtypewriters, calculators, meters, lime slakers, filters, samplers, pumps, hand tools, etc. Must be able to exert upto 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or a negligible amount offorce constantly to move objects. Requires frequent reaching, kneeling, lifting and climbing. Physical demandrequirements are for Medium Work.
Data Conception:
Requires the ability to compare and/or judge the readily observable, functional, structural orcomposite characteristics (whether similar or divergent from obvious standards) of data, people or things.
Interpersonal Communication:
Requires the ability to speak and/or signal people to convey or exchangeinformation. Includes giving instructions, assignments or directions to subordinates or assistants.
Language Ability:
Requires the ability to read a variety of reports, correspondence, manuals, charts, graphs, etc.Requires the ability to prepare various reports, correspondence, charts, forms, etc., using prescribed formats. Requires the ability to speak to people with poise, voice control and confidence.

Requires the ability to apply principles of logical or scientific thinking to define problems, collectdata, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions inmathematical or diagrammatic form; and to deal with several abstract and concrete variables.

Requires the ability to record and deliver information, to explain procedures, to follow oral andwritten instructions. Must be able to communicate effectively and efficiently in a variety of technical orprofessional languages, including environmental engineering, mechanical and electrical terminology.

Requires the ability to utilize mathematical formulas; to add and subtract; multiply anddivide; utilize decimals and percentages; understand and apply theories of algebra, trigonometry and geometry.
Form/Spacial Aptitude:
Requires the ability to inspect items for proper length, width and shape.
Motor Coordination:
Requires the ability to coordinate hands and eyes rapidly and accurately in using officeequipment.
Manual Dexterity:
Requires the ability to handle a variety of items such as meters and general maintenancetools. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination:
Requires the ability to differentiate between colors and shades of color.
Interpersonal Temperament:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.
Physical Communication:
Requires the ability to talk and hear:(Talking: expressions or exchanging ideas bymeans of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate viatelephone.
PERFORMANCE INDICATORS
Knowledge of Job:
Has thorough knowledge of federal, state and local laws pertaining to water treatmentsystems. Has considerable knowledge of the engineering, chemical, and bacteriological principles and practicesrelated to largescale water treatment operations. Has considerable knowledge of the operating principles andpractices and the maintenance requirements of system and plant equipment and machinery utilized in watertreatment. Has considerable knowledge of the current literature, trends, and developments in the field of watertreatment. Has general knowledge of public finance administration and the budget process. Has generalknowledge of the principles of supervision, organization, and administration. Is able to plan, coordinate, and supervise the work of a professional, technical and clerical staff. Is able to analyze data and prepare reliablerecords and reports. Is able to secure the requisite operator's certificates as required by work assignments. Isable to effectively express ideas orally and in writing. Is able to establish and maintain effective workingrelationships as necessitated by work assignments.
