Water and Wastewater Utility for South Lake Travis Area in Central Texas

Mission - To provide the District with an adequate supply of safe, potable water, and to ensure the fiscally sound, environmentally responsible development and management of water resources and wastewater facilities.

Company History

WCID 17 was created by order of the Commissioner’s Court of Travis County, Texas in 1959 and confirmed by the voters of WCID 17 in 1960. WCID 17 is located west of the City of Austin in Travis County.

Subsequent annexations, including the annexation of the 4,490 acre Steiner Ranch Defined Area in 1987, have increased the service area to approximately 15,000 acres. Approximately 9,399 acres within WCID 17, including all of the Steiner Ranch Defined Area, lie wholly within the extraterritorial jurisdiction of the City of Austin. The remaining acreage lies within the extraterritorial jurisdiction of the City of Lakeway and a small amount in the City of Bee Cave. WCID 17 serves parts of two school districts, Lake Travis Independent School District and Leander Independent School District, as well as a large area of Emergency Service District No. 6 known as Lake Travis Fire Rescue.

DISTRICT MANAGEMENT - WCID 17 is governed by an elected Board of Directors, consisting of five directors, who have control over management and supervision of all affairs of the district. These directors are responsible for setting policy as well as service and tax rates. The Board of Directors approves the budget and all capital expenditures and bond issues. Elections are held every two years.

The daily functions of the district are handled by a staff that consists of seventy-five personnel. The office staff handles management, permitting, and billing. The field staff maintains and operates the water and wastewater systems. A number of consultants assist the WCID 17 staff and Board of Directors in their duties.

All functions and actions of the Board of Directors are conducted in accordance with applicable provisions of the Texas Water Code, the Texas Administrative Code, the Texas Open Meetings Act (Government Code Chapter 551), and any other applicable state statute or agency regulation.
