Description
DEFINITION
Under general supervision, leads, trains, oversees, and participates in the more complex and difficult work of a crew responsible for providing water utilities maintenance, repair, and construction services; sets priorities and directs the work of assigned staff on a project or day-to-day basis; performs routine to complex maintenance and repair work of water distribution main and lateral pipeline systems, water production, hydrant and main line valve exercising and repair, and/or meter services; provides technical and specialized assistance to an assigned supervisor; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned supervisory or management personnel. Exercises technical and functional direction over and provides training to lower-level staff.
CLASS CHARACTERISTICS
This is the advanced journey-level in the water utility maintenance class series. Incumbents typically are assigned to a particular function such as water production, water quality, construction, meter reading or cross-connection control. Positions at this level perform the most complex duties required to ensure City infrastructure, systems, and facilities are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of tasks in the maintenance and repair of assigned infrastructure, facilities, systems, and appurtenances. This class is distinguished from the Water Systems Supervisor and/or the Water Production/Quality Supervisor in that the latter are the full supervisory-level classes in the series responsible for organizing, assigning, supervising, and reviewing the work of assigned staff involved in water operations.

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
The following duties are normal for this classification. No one position will perform all of the duties listed for this classification and incumbents may be assigned to perform tasks in one or more functional areas in the department.
- Provides technical and functional supervision to assigned staff in the maintenance and operations of water production and distribution systems and facilities; administers water metering and customer service field work, cross-connection control, and hydrant and main line valve exercising programs; reviews and controls quality of work; participates in performing routine to complex and specialized water utilities maintenance and repair work.
- Plans, schedules, prioritizes, and assigns maintenance and repair work in consultation with the Water Systems Supervisor and/or the Water Production/Quality Supervisor; communicates status of repairs to appropriate personnel, working cooperatively to schedule repairs in accordance with established and special operational priorities.
- Trains employees in work methods and procedures, use of tools and equipment, and relevant safety precautions; may train employees to qualify for Class B license.
- Performs a wide variety of maintenance, repair, and installation work in the City infrastructure, systems, and facilities to which assigned, including water distribution main and lateral pipeline systems, water production and plant operations, and complex residential and commercial water meters, valve cans, meter boxes, and water distribution valves.
- Performs the most complex water utilities maintenance and operations duties and provides technical assistance to crews.
- Assists in coordinating, overseeing, and personally participating in all water utilities maintenance programs.
- Inspects various public works improvement activities and private developments in the assigned functional area; interacts with engineers and contractors regarding compliance with City standards and specifications; reports, records, and documents inspections, observations, and conditions found during the inspection process.
- May inspect residential/commercial properties for potential cross-connection.
- Ensures compliance with applicable Federal, State, and local laws and regulations, including American Water Works Association standards, City water installation standards, drinking water standards, right-of-ways, encroachments, and set-backs.
- Performs the skilled operation of specialized construction and maintenance, light to heavy vehicles and equipment.
- Observes safe work methods and makes appropriate use of related safety equipment as required; may participate and assist in coordinating safety training.
- Responds to requests and complaints from the public and answers questions or refers to supervisor, as necessary.
- Performs minor adjustments on service equipment; maintains tools and equipment in working order.
- Stays current on the status of new and pending regulatory legislation; attends continuing education courses and seminars as required.
- Maintains accurate records and logs of daily activities, using appropriate computer software applications.
- Participates in administrative duties such as obtaining purchase orders, requisitions, and quotes, reviewing bids and obtaining final approvals.
- Responds to and performs emergency repairs and other emergency services as necessary.
- Responds to emergency situations as necessary.
- Performs other duties as assigned.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to the completion of the twelfth (12th) grade and five (5) years of increasingly responsible experience in water distribution system maintenance, construction, and operations, including one (1) year of lead or supervisory experience.
Licenses and Certifications:
- Possession of a valid California Commercial Class B Driver's License with air brake certification by time of appointment.
- Completion of 15 college units approved by the Public Works Director related to the job, plus 6 more units of a supervisor or management class.
- Possess and maintain a valid Grade II Water Treatment Operator Certificate issued by the State Water Resources Control Board (SWRCB).
- Possess a Grade III Water Distribution Operator Certificate issued by the SWRCB within one (1) year of employment.
- Possession of or ability to obtain Cross-Connection Control Specialist and Backflow certifications are required for assignment to the Cross-Connection function.
Supplemental Information
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in and around water utilities systems and related facilities; strength, stamina, and mobility to perform light to medium physical work, to work in confined spaces, around machines, to climb and descend ladders, to operate varied hand and power tools and equipment, and to operate a motor vehicle and visit various City and meeting sites; vision to read printed materials and a computer screen; color vision to read gauges and identify appurtenances; and hearing and speech to communicate in person and over the telephone or radio. The job involves frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work in and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.
ENVIRONMENTAL ELEMENTS
Employees partly work in an office environment and partly work in and around public works utilities and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS
May be required to be on-call and to work various shifts or emergencies on evenings, weekends, and holidays.
The City of Westminster offers a comprehensive benefit package to Westminster Municipal Employees' Association (WMEA) members, including:
RETIREMENT BENEFITS: The City participates in the California Public Employees' Retirement System (CalPERS). The City's contract provides for the following retirement tiers:
Tier 2 (Classic Members hired on or after July 28, 2011): 2.0% @ 60 formula; employees contribute 7.0% of salary towards retirement costs.
Tier 3/PEPRA (New Members hired on or after January 1, 2013): 2.0% @ 62 formula; employees contribute 8.25% of salary towards retirement costs.
The City of Westminster does not participate in Social Security.
INSURANCE BENEFITS: Effective January 1, 2024, the City's cafeteria benefits plan provides $1,600 per month toward the purchase of health, dental, vision and life insurance, as well as additional voluntary products. Employees who participate in the CalPERS health insurance program and are enrolled in a Family plan will receive an additional $400 per month towards the purchase of medical benefits (total of $2,000 per month).
Medical insurance is provided through the Cal-PERS health insurance program. Unused cafeteria plan dollars may be received by the employee as taxable income. A pre-tax flexible spending account is also available for health care and dependent care expenses. The City also provides a City-paid Long-Term Disability (LTD) benefit of 66.6% of salary to a maximum of $10,000 per month; the City also provides a paid Employee Assistance Program (EAP).
VACATION: Employees earn 120 hours of paid vacation during their first year of service. An additional eight hours is earned for each additional year of service up to five (5) years. Additional benefits apply after 20 years of service. Employees are permitted to cash out accrued unused vacation hours a maximum of 2 times per calendar year.
HOLIDAYS: Employees receive 99 hours of paid holiday for official holiday closures (11 recognized holidays) each year, and an additional 27 hours of floating holiday time annually to be used at the employee's discretion.
HOLIDAY FURLOUGH: City offices are closed between Christmas and New Year's Day. Employees may use accumulated leave banks or elect leave without pay during the furlough.
SICK LEAVE: Employees earn 96 hours of paid sick leaveper year.
WORK SCHEDULE: The City offers flexible work schedules. Employees will have the option to work a 9/80, 4/10, or 5/8/40 work schedule. The City does not offer a Hybrid work schedule at this time.
BILINGUAL PAY: The City provides $150 per month for demonstrated proficiency in specified languages including Spanish and Vietnamese.
EDUCATIONAL INCENTIVE: Employees may receive an additional 10% of base pay for an A.A. degree (with a minimum of 24 college units directly related to the job) or 10% of base pay for a Bachelor's degree (B.A. / B.S.).
SPECIAL CERTIFICATION PAY: Employees who hold the following certifications shall receive additional pay for possessing one of the following certifications, provided the employee is required to perform services covered by the certification:
- ICBO or ICC Certificates - 5.0%
- Water Distribution (D) or Water Treatment (T) Certification Grades 2 through 5 from the California Public Health Drinking Water Program:
- Grade 2 (either D2 or T2) - 7.0%
- Grade 3 (either D3 or T3) - 8.0%
- Grade 4 (either D4 or T4) - 9.0%
- Grade 5 (either D5 or T5) - 10.0%

- 21 years of service = 2.0% longevity pay
- 22 years of service = 4.0% longevity pay
