Description

The Water Operations Superintendent position at the City of Tucson’s Water Department oversees field operations within the Water Maintenance Division, ensuring the reliable delivery and maintenance of water infrastructure systems. This position is responsible for implementing and monitoring operational strategies aligned with departmental goals, with a strong focus on performance metrics and key performance indicators (KPIs) to drive data-informed decision-making and continuous improvement.

Work is performed under the supervision of the Water Administrator. This position exercises supervision over Water Operations Supervisors and Assistant Water Operations Superintendent in the Maintenance Division.

Duties and Responsibilities:

• Oversees daily operations and long-term planning for water system maintenance activities, including valve, hydrant, main, and service line repairs. Develops, tracks, and reports on KPI’s and other operational metrics to assess crew performance, and asset reliability. Utilizes data to identify areas for improvement. Responds to water emergencies, system failures, and after-hours incidents, providing leadership during critical situations.
• Plans, schedules, and prioritize work assignments to ensure efficient use of labor, equipment, and materials, while meeting service level expectations and safety standards.
• Collaborates with internal teams including engineering, planning, customer service, and asset management to ensure alignment and effective communication across functions.
• Assists with the development and implementation of operational policies, procedures, and training programs to ensure compliance with regulatory requirements and best practices. Evaluates and recommends maintenance strategies based on condition assessment data, field observations, and risk-based analysis. Support the division’s strategic planning efforts by providing operational insights and contributing to performance dashboards and reports.
• Performs all other duties and tasks as assigned.

Minimum Qualifications:

• Bachelor’s Degree
• At least five (5) years of directly related experience
• Valid and unrestricted driver’s license
