Description
The Morton Grove Niles Water Commission (MGNWC) is seeking a qualified and motivated individual to serve in the contractual role of Superintendent. This position serves under the direction of the Board of Directors for the MGNWC and performs work related to the management of staff and contractors that operate the water system managed by the MGNWC, which services the Villages of Morton Grove and Niles through a water supply agreement with the City of Evanston.
The MGNWC was formed in 2017 through an intergovernmental agreement between the Villages of Niles and Morton Grove to serve as the exclusive supplier of potable Lake Michigan wholesale water to meet the full water needs of the Village of Morton Grove and Village of Niles. The MGNWC operates efficiently and effectively and has all expenses accounted for through the water rate assessed on the client communities of Morton Grove and Niles.
The Superintendent will, under the direction of the MGNWC Board of Directors with daily oversight by the Niles Village Manager and Morton Grove Village Administrator, will perform the following duties:
- Administers the organization, operation, and maintenance of the water supply system.
- Enforces the Ordinances, Resolutions, policy directives, By-Laws, and administrative regulations of the MGNWC.
- In consultation with the Commission Chair and the Village Manager/Administrator of Niles and Morton Grove, prepares an agenda for each Board and Committee meeting in advance of the meeting for general distribution. Attends all meetings.
- Prepares an annual Budget, a 5-year capital improvement plan and in consultation with the Treasurer, prepares all checks and maintains a check register, a monthly statement of receipts and disbursements, and ensures that bank statements are reconciled on a regular basis.
- Prepares and presents to the Board and the Operations Committee for consideration and approval such administrative regulations as may be necessary and appropriate.
- Executes and implements all contracts and other agreements and documents duly authorized to be signed on behalf of the Commission, except such contracts and other agreements and documents as may be required to be signed by the Chair or some other officer of the Commission.
- Ensures compliance with the OMA and FOIA and the preparation and of Board and Committee meeting minutes to the Members.
- Organizes and maintains the books and records of the Commission
- Recommends policies, plans and procedures for the organization, construction, acquisition, operation and maintenance of the water supply system of the Commission.
- Responsible for acting as the project manager for all maintenance and improvement projects, overseeing bidding, procurement, construction management, project closeout, and associated accounting.
- Prepares annual rate proposals and calculated members annual true-up calculations
- Ensures that the MGNWC corresponds directly with the IEPA, USEPA, and MWRD regarding compliance with water quality and sewer system requirements.
- Assists with and where necessary prepares RFP and solicits quotes for materials and services.
- Other duties as assigned.
The anticipated annual cost for this service is expected to be between $45,000 - $60,000 annually.

Information about the Water Commission
Operating infrastructure of the MGNWC includes a water system with two 12.7 MGD pump stations, 33,855 feet of 30’ transmission main, 12,724 feet of 20”-24” transmission main, a 7 million gallon concrete standpipe, and related integrated control systems and meter. Construction was commenced in April 2018 and was substantially completed in the spring of 2020 at a total cost of $98,000,000 and producing daily savings of $22,000 per day to each Village in gross savings per day compared to the Villages’ previous water supplier.
The MGNWC operates at the direction of a three-member public body comprised of a representative from the Village of Niles, Village of Morton Grove, and Cook County. The MGNWC is governed by mutually agreed to By-Laws. Daily oversight is provided by the Niles Village Manager and Morton Grove Village Administrator. The MGNWC provides for daily operation of the water system, including maintenance, is performed contractually by the Niles Public Works Department. IT services are performed contractually by the IT Director for Morton Grove. Treasurer duties are performed contractually by the Finance Director for Morton Grove.

Requirements:
It is expected that the position requires between five and ten hours a week to perform the duties of Superintendent.
The successful candidate will have comprehensive skill, experience and knowledge with water systems and public infrastructure including, but not limited to, management of water distribution systems.
It is preferred that the successful contractor be in possession of a Class “A” Potable Water Operator’s License is preferred but not necessary for the position or have the ability to get such a license.
