Hiring Salary Range:

$8,034.00/monthly (minimum) up to $10,362.74/monthly (midpoint)

$96,408.00/annual (minimum) up to $124,352.80/annual (midpoint)

Denver Water’s External Affairs Division/ Environmental Planning Section is currently seeking a qualified candidate to assist us as a Planning Manager. This position will supervise staff in the Section and manage complex environmental activities and programs to operate the water collection system and develop new water supply. The Manager will ensure compliance with current environmental regulations, and represent Denver Water with local, state, and federal agencies, and other organizations regarding matters of interest to Denver Water.

Essential Duties and Responsibilities

  • Supervise, mentor and lead the Environmental Planning Section. Ensure the Section is a respectful and desirable place to work. Provide technical guidance, clear information and a positive attitude regarding Denver Water values, policies and organizational change.
  • Organize, prioritize and ensure high quality, defensible work is produced by staff. Oversee personnel and multi-disciplinary teams’ schedules to ensure successful completion of complex regulatory processes and projects.
  • Develop comprehensive and innovative environmental permitting strategies for protecting environmental resources and for constructing and operating water resource projects.
  • Maintain a high level of knowledge about environmental and regulatory issues and practices on the state, regional and national level. Thorough knowledge of and experience with NEPA, ESA, CWA, and NHPA.
  • Conduct critical negotiations necessary to protect the Board’s interests with local, state, and federal regulatory agencies and other entities.
  • Develop and maintain strong professional relationships with regulatory agencies and stakeholders. Represent Denver Water in various external organizations.
  • Work collaboratively with other divisions to assure regulatory requirements are anticipated in planning for projects and accomplished in a timely, strategic manner.
  • Perform related work as required.
  • This position has formal supervisory responsibilities over other employees.
Requirements

Minimum Qualifications

Education and Experience:

  • Bachelor’s Degree from an accredited college or university in Environmental Science, Water Resources, Planning, Engineering or a related field.
  • Minimum 8 years of related work experience; and 4 years of supervisory experience which may include project management.
  • Any equivalent combination of certifications, education, or experience that provides the required skills, knowledge and abilities for the position.

Other Desirable Qualifications

  • Experienced working with regulatory agencies in the Rocky Mountain Region including USACE, EPA, USFWS, USFS, FERC, CDPHE, CPW, SHPO and county officials.
  • Experienced with preparing NEPA documents and applications for Section 404 permits, 401 Water Quality Certifications, FERC hydropower licenses, USFS special use authorizations and 1041 permits.
  • Strong interpersonal skills including demonstrated ability to work on multiple projects in a collaborative team environment, resolve conflicts and negotiate with numerous stakeholder groups.
  • Excellent verbal and written communication and organizational skills.
  • Experienced in project management of complex water resource projects involving a multi-disciplinary team of resource specialists, engineers, attorneys and operators. Demonstrated ability to exercise technical, quality, budgetary and schedule control.
